Child Safety Standards

1. Our commitment

Orkazoo LTD, the developer and publisher of PetitionMinder, is committed to the safety of children and young people. These Child Safety Standards set out our policies against Child Sexual Abuse and Exploitation (CSAE), how we enforce them, and how anyone can report a concern. They apply to every version of PetitionMinder on every platform, including the App Store and Google Play.

2. Prohibited content and conduct

Child Sexual Abuse Material (CSAM) is absolutely prohibited on and through PetitionMinder. Orkazoo LTD does not tolerate, host, permit, or facilitate CSAM under any circumstance. The following are strictly prohibited:

• creating, possessing, uploading, storing, transmitting, requesting, advertising, linking to or distributing Child Sexual Abuse Material (CSAM);
• any form of Child Sexual Abuse and Exploitation (CSAE), including the sexualisation of minors, sexual extortion of minors, and trafficking of minors;
• grooming — building a relationship with a minor to facilitate sexual contact, abuse or exploitation, whether online or offline;
• soliciting, encouraging or attempting to arrange sexual contact with a minor, or soliciting sexual imagery from a minor;
• normalising, glorifying, promoting or providing instructions for the sexual abuse or exploitation of children;
• using PetitionMinder or Orkazoo LTD services in any way that endangers, exploits or harms a child.

3. How PetitionMinder is designed

PetitionMinder is a civic petition aggregator. It contains no user-generated content, no messaging between users, and no features that could facilitate contact with minors.

Concretely, PetitionMinder has: no public profiles, no usernames visible to other users, no direct or group messaging, no comments, no chat, no photo or video uploads, no file sharing, no friend or follower system, no live streaming, no location sharing, and no discovery of other users. There is no mechanism by which one user can contact, see, or find another user.

The only content displayed in the app is public petition data retrieved from petition.parliament.uk under the Open Parliament Licence v3.0, together with the private record of petitions a user logs for themselves. A user's private record is visible only to that user.

By design, these architectural choices remove the surfaces through which CSAE typically occurs. Orkazoo LTD will maintain these standards if PetitionMinder's feature set changes: any future feature that could enable user-to-user interaction will be assessed for child-safety risk before release, with proportionate moderation and reporting controls in place first.

4. Minimum age

PetitionMinder has a minimum age of 13 years. Orkazoo LTD does not knowingly collect personal data from anyone under 13. Accounts identified as belonging to a child under 13 are deleted.

5. Reporting a concern

Anyone may report suspected CSAE or child-safety concerns relating to Orkazoo LTD or PetitionMinder. Reports are reviewed by Orkazoo LTD personnel and prioritised above all other support requests.

Please include as much detail as you safely can. Do not attach, forward or include suspected CSAM in your report — describe the concern and provide links or identifiers only. Reproducing such material is itself unlawful.

6. Enforcement

Where Orkazoo LTD becomes aware of CSAE or CSAM connected to PetitionMinder, we take the following action:

• Immediate account termination — the offending account is permanently terminated without prior notice or refund, and we take reasonable steps to prevent the person from creating a new account.
• Reporting to NCMEC — apparent CSAM is reported to the National Center for Missing & Exploited Children (NCMEC) via the CyberTipline.
• Reporting to law enforcement — we report to the appropriate law enforcement authorities, including the UK National Crime Agency and, where relevant, local police, and we cooperate fully with their investigations and lawful requests.
• Preservation of evidence — relevant account records are preserved as required to support investigations, and access is restricted to authorised personnel.

7. UK Online Safety Act 2023

Orkazoo LTD operates PetitionMinder in compliance with the UK Online Safety Act 2023 and the duties of care it establishes for online services accessible in the United Kingdom. We treat child sexual exploitation and abuse content as priority illegal content under the Act. Because PetitionMinder hosts no user-generated content and provides no user-to-user communication functionality, the risk of such content appearing on the service is designed out at the architectural level. We nevertheless maintain a documented reporting route, a named safety contact, an enforcement process, and periodic review of these standards, and we will conduct and record a children's risk assessment for any future functionality that changes this risk profile. We also comply with our obligations under UK law relating to indecent images of children, including the Protection of Children Act 1978 and the Sexual Offences Act 2003.

8. Applicable platform standards

These standards are published to satisfy and align with the child-safety requirements of the Apple App Store Review Guidelines and Google Play's Child Safety Standards policy for developers, including the requirements to publish a CSAE policy, provide an in-app and published reporting mechanism, designate a child-safety point of contact, and comply with applicable child-safety laws.
